How about the SAV command to a save file?

"The Save (SAV) command saves a copy of one or more objects that can
be used in the integrated file system."

Something along these lines:

SAV DEV('/QSYS.LIB/BACKUPS.LIB/SAVIFS.FILE')
OBJ(('\*' *INCLUDE) ('\QSYS.LIB' *OMIT) ('\QDLS' *OMIT)
('\QNTC' *OMIT) ('\OMITLIB' *OMIT) ('*' *INCLUDE))
SAVACT(*YES)
CLEAR(*ALL)
DTACPR(*YES)

Then save the save file to tape.

Hello,

I am looking for a script that will allow me to backup the IFS to disk and
later save to tape while still remaining on AS/400.

Currently, our system takes about two hours to save directly to tape from
the IFS area.

Any help would be appreciated.

Thanks,
