Ok, I deleted my target virtual catalog and QIMGCLG file. I ftp'd over a
new QIMGCLG. Then I ran
CRTIMGCLG IMGCLG(VRTCLG)
DIR('/vrtclg')
TYPE(*TAP)
CRTDIR(*NO)
IMPORT(*YES)
WRKIMGCLGE now shows:
Index Status Volume Name Density Type Write Protect
*AVAIL
1 Mounted VRT001 *VRT256K *SL No
2 Loaded VRT002 *VRT256K *SL No

8=Load
Image catalog VRTCLG not loaded to device VRTDEV. CPFBC10

Message . . . . : Image file not valid for tape type image catalogs.

Cause . . . . . : The image file associated with image catalog entry 2
is
not valid for tape type image catalogs.
Recovery . . . : Use the Remove Image Catalog Entry (RMVIMGCLGE)
command to
remove image catalog entry 2, and then try the request again.

It really doesn't like that second image.

Also tried Kirk's method:
RSTOBJ OBJ(VRTCLG) SAVLIB(QUSRSYS) DEV(*SAVF) OBJTYPE(*IMGCLG)
SAVF(ROB/ROB)
8=Load
