Workstations get allocated to a subsystem and get a signon display if
there is a workstation entry matching the name and type set to *SIGNON
Check that the the subsystem with the *SIGNON entry has an entry for
C0* and that the device name definitely is C0*.
Note that If the "other" subsystem has an entry for *ALL at *SIGNON
you results will be unpredictable.
Vary off the worjstation and vary it on again so that it gets
allocated to a subsystem, hopefully the correct one. If it is the
"wrong" subsystem you should see the status of the device alter to
varied on instead of Signon.
