The only indications I saw had suggested the PTF was a "Test PTF" which means the function was still not GA [General Availability; or, Generally Available]. When the PTF goes GA, then the cover letter and the associated APAR number should be found in a search of IBM support pages, and soon after a web search of site:ibm.com excluding DeveloperWorks. The PTF was not yet visible to me with web searches, but the service\support pages show the PTF and cover letter updates [showing association with APAR SE48980] were 01-Feb to 03-Feb of 2012; so obviously very recently made available [Fix Central showing Feb 1, 2012]. As to any [perceived] delay on the wiki... anybody's guess.
