Yeah, these are a new effort on IBM's part to centralize a lot of information - the developerworks pages are a work in progress and already look pretty good, from what I saw recently.

I forwarded these on to some folks in Rochester and this is the response:

We are collecting all new feature PTF information - including a
description of the purpose and value of the PTFs, in developerWorks
under the "IBM i Technology Updates" page.

You can start at the mail dW page
(https://www.ibm.com/developerworks/ibmi/) and click "Technology
Updates" on the top left, or you can go right to the Technology Updates
page at this address.
