It only requires the old password if you don't run it under some God like
authority. RTM (second sentence):
You must know the existing password that you want to change, unless you
have *SECADM special authority and *OBJMGT and *USE authority to the user
profile being changed.
Pass *NOPWD (not *NONE!).
Perhaps adopted authority?
