PDF's with overlay are not generated correctly

I have started testing the PDF generation feature on V7R1 and ran several
tests with various *scs print files and that works exactly as I would expect.

I then ran a print job that is a *afpds with a full overlay.

Either the print or the overlay has "shifted" both vertical and horizontal
by what looks like a line or two.

Anybody have any ideas on what is causing the shift ????

The overlay print job prints just fine going to a printer.
