PTFs are well and truly the longest bit of the upgrade in my experience.

After generating the media using option 50 how do you actually use it
for an upgrade? Is it just a case doing a Normal D mode IPL with a
tape in the Alternate IPL device ? Or is there some way of cutting the
option 50 into image catalogs that can be used ?

This does not represent a change, V7s been this way from the start.
The technology refreshes are mostly changes to LIC to support new
hardware and exploit P7 hardware that did not make it into GA.  The real
reason Larry and I generate our own distribution media is upgrade
speed.  If you already have V7 patched with the latest groups etc. you
save a great deal of time later when your able to avoid the load/apply
of the PTFs during the upgrade.
