The Unix-like API you want to use is called "access" -- it will tell you if a stream file exists, or if you have access to it.

Do a google search for "CHKIFSOBJ" and you will find several versions availalble, with source code for a user-defined OS/400 command named CHKIFSOBJ that invokes the ACCESS function "under the covers" ...

There is one on Scott Klement's web site, and another at the www.easy400.net web site.
