One phase of programming that could definitely benefit from the 'two heads are better than one' concept is the design phase-- where you're blocking out the application on a whiteboard, using pseudo-code, and figuring out what goes where, and identifying the blocks that say "and then a miracle happens" and deciding where to find that information.

Once all the bugs are out of the design you could assign logical blocks to different programmers, who would work -very- closely to make sure they all integrated correctly.
