If you do not need to halt the program, (like, for example, an insert is
invalid because your trigger does some unique checking outside of the
realm of other constraints), then I would use the data queue approach.

Then, when you want to put in a new copy of the program just shutdown the
NEP reading the dataqueue and restart it.
