LAN console operates on a "TCP/IP Short Stack" that is managed inside
the LIC. It does not have all the capabilities of the IBM i TCP/IP
stack does and is designed for very specific purposes. As long as the
LIC is up and running, there is IP connectivity with the console.
That functionality is being expanded in IBM i 7.1 to include some
inter-partition communications as well.
