Pretty good WAG, Eric, but unless something funky is going on, that's not it. Normally if you try to start the server when the server is started, you get CPFAC00 (server is already started). That doesn't mean, though, that the server started (or ended) partially and that the OP has a hung up debug server. I concur that ENDDBGSVR is worth a shot, just to see what happens.

Are you sure that the debug server needs to be started? Have to looked to see if it's still running?

Did you even try the ENDDBGSVR command as recommended?

Did your admin defer the IPL this weekend? Perhaps some other changes, like PTFs.
