*SOLVED*

By the console guy at IBM.

Both my QCTL and QINTER subsystem descriptions had workstation name entries
of DSP* and have been set that way for as long as I can remember. IBM said
that was wrong and was likely confusing the system. He had me remove those
entries, disconnect ops con LAN, vary off DSP01, reconnect ops con LAN, and
all is well.

The reason I had DSP* in QCTL was so that I had a back door via i Access to
get into QCTL if QINTER was down. I was informed this was A Bad Idea
because any device description starting with DSP is sort of reserved for the
console. Why DSP* was in QINTER as well I have no idea other than years ago
not knowing what I was doing.

I still have my back door into QCTL. I picked JLCCTL* and he had me add
that as a workstation name entry into QCTL. I changed my PC5250 icon I use
for such purposes to reflect that and now I'm good to go.
