At least that's the way I always go about it and it shouldn't take but 5 minutes to complete. Editing the config files (QUSRSYS/QATOC* ) is not in my estimation 'best plan'.

Do it all at the console in restricted state as you suggest. DO remember to remove the old 'local' IP addresses or as soon as they come up you'll lose communications back to where the system formerly sat. Don't ask me how I know this. :-)
