I don't think a problem with arp tables can adequately explain why telnet worked byt http didn't. Both telnet and http function above the network layer which relies on the data link layer. If there was a problem with the data link layer it would effect both of these protocols. Of course if it was an arp table problem on a limited number of hosts and http and telnet connections were not tried from the same host then it could be an arp table issue.

I don't have any good ideas for what the cause would have been but I am curious to know if you find out.

The system maintains an ARP (address resolution protocol) table that tells it how to connect to other servers. My guess is that the ARP needed to be refreshed. On a UNIX system that would be command:
arp -d
But I am unsure what command might do the equivalent on i.
