I know but I don't want to call a cl from an rpg program just to do that. It's odd that one set of Apis works and the other doesn't. I'm sure I'm missing something. The only examples I could find were of the API wrappers, not in use for java class path.

You can also set environment variables in CLLE:

ADDENVVAR ENVVAR(CLASSPATH) VALUE('...')
MONMSG MSGID(CPFA980) EXEC(DO)
CHGENVVAR ENVVAR(CLASSPATH) VALUE('...')
ENDDO
