You could try submitting a DCR to omit the system console from that
action.

You could try, based on the above link, to write your own handler. I
suggest doing a CLRMSGQ on it at IPL time. And when a message appears,
and it is not the system console, then perform an action. If it is the
console just remove the message from the queue. Make up your mind as to
have the handler itself clear the message queue upon startup.
