Do you want the txt file to contain the text in the overlay?
This I do not think you will be able to do.
Have you tried to use CHGSPLFA to remove the overlay from the spooled file
Then use CPYSPLF to copy the SPLF to txt file

IBM recommends to write a second spool file without AFP. My manager
recomends I keep looking. :-)
