Sort works a little different with *UPGRADE than with *PTF.

*UPGRADE
First disk has to be LIC
Second disk is first of the O/S Disks
Then the remainder of O/S
Then various features after that. In the case a feature spans multiple disks they are sequential in the stack.
*UPGRADE also tests some other things such as if license agreements have been accepted, if all the disks required to at least complete the O/S install, and I believe if LIC space extension is required but not yet completed.

*PTF
Seems to put the CUME first and all the disks of the CUME in order.
HIPER next with it's disks in order.
DB next with it's disks in order.
Remainder of disks with any group that has multiple disks in order.
*PTF also checks to see if there are disks missing from any of the groups.

You are very correct that the image names mean nothing to the image catalog functions including sort and verify. The disks have volume IDs and while I haven't bothered to completely identify all the attributes in there there are files that indicate continuing volume sets linking them together.
