The Very Very Short answers are

#1 A user is a live person. That Person can signon to multiple devices or
sessions with multiple user profiles and only need '1' license IF that
person is the only person using that device or session. For example I sign
on as production and test on 2 different PCs on my desk. I am the only one
using them. I am '1' Concurrent User. If you walk up and start using one of
those sessions then you are another user and a 2nd license is needed while
you are there. If you are already signed on at your desk and no one else is
usiing your sessions then you already have a license.

#2 IBM has CURRENTLY no way to track this type of licensing as described
above. They only count how many user profiles don't start with the letter
'Q' and give you a WARNING when you a create new profile that exceeds the
number of licenses. It very much a Honor System and the system will just
keep on running. However IBM does have the right under the licensing
agreement to audit the system for compliance.

There is a FAQ somewhere out there in cyberland that has about 100 question
regrading all sorts situations and how it applies.
