Just watch out for line spacing. I once drove a forms developer crazy. He was trying to perfectly match an iSeries job's line spacing. Unfortunately he was coding in pels and since the line spacing was 8 lpi on a 300 dpi printer, 37 was too small and 38 was too large because the iSeries was using 37.5 so the spacing bounced between 37 and 38 pels.

For graphics, Paint Shop Pro. Lining things up is always an
adventure. To get a nice 6 or 8 lines-per-inch spacing, experiment
with a few lines that you think might work, then print them out.
Once you find a spacing that works, just copy those lines to wherever
you need them!

I've also had good luck scanning in an existing printed overlay, and
using that to guide me.

For pure text (ie boilerplate on the backside of a document),
Microsoft Word or any text editor.
