Windows 7 and Client Access Data Transfer File Request Save

A user is trying to save a data transfer request and gets a message:

C:\Program Files\IBM\Client Access\abcdef.dtf
You don't have permission to save in this location.
Contact the administrator to obtain permission.

Would you like to save in the bryanb folder instead?

The user's workaround is to save it to another file (answer yes) then
move it to the IBM\Client Access file.

Anyone know of a solution so the user doesn't have to to the workaround?
