Jim,
Did you check to make sure that you don't have any user-written or
3party purchased FTP exit points registered which may be blocking you?

Subject: v6r1 ftp from local network device
I am still chasing a problem with Xerox print ftp to i.
It doesn't work, but then if I vpn into their network, and use command
prompt ftp
I get connected but cannot put anything (the put immediately comes
back to ftp> and no file is received on i.
These are the ftp attributes
Initial name format . . . . . . *PATH
Initial directory . . . . . . . *HOMEDIR
Initial list format . . . . . . *UNIX
profile XEROX5 has a home dir /home/XEROX5
I can ftp from greenscreen cmd line to loopback using this profile &
transfer ok.
When I try from command prompt on pc - never get that "data connection"
and no file. No failure in QAUDJRN. Never even see data attempt in journal.
Nothing abnormal in joblogs.
I am going to engage the network tech in a test.
What should I be looking for to show where this is getting dropped or
blocked?
(not up to date on cume, but did bring tcp group up to current.
