Just speculating here - In your startup program, could your STRTCPSVR
*TOMCAT command be running before TCP/IP has finished coming up? You are
correct that Tomcat can run without an HTTP server, but it does need TCP/IP.

This has my curiosity piqued. I understand what you're saying about
