Look into Microsoft IAS to tie them together. It's an optional install in Windows Server 2003 and probably beyond, though I have not looked at 2008 yet. The Cisco side should have RADIUS configuration. (Yes, I know there is OpenRADIUS/FreeRADIUS, and I love Open Source Software, but you already have Windows for AD, so no point in introducing a different component.)

While I've no problem with the other suggestions, why not get a VPN
that integrates with your company's user store? Our VPN uses our
Windows Active Directory accounts for authentication. There's nothing
to juggle other than putting the users in the VPN group in AD.

We use Cisco but I'm sure there are plenty of others with that capability.
