take a look at the passive mode response: 227 Entering Passive Mode

This is telling your client to connect to 10.48.227.144 for the data
connection. Well if the FTP server is behind a NAT firewall, and you
are trying to access from the internet, the private IP address will not
work. Most likely they need to configure their server to handout the
NAT'd address.
Most firewalls use port fix up to translate the address in the response
but not for Secure connections as the response is encrypted. Point this
out to the administrator of the FTP server and when you get a correct IP
address in the Passive mode response, you will be able to connect.
