I used OPS Nag to view and compare out Production iSeries and Test iSeries setting in TCP/IP and everything is started or stopped the same EXCEPT for the IBM Directory Server on our TEST machine, it is stopped and I cannot get it started. Any ideas for me?

You need to have NetServer running. Use Operations Navigator/System i Navigator, select your system, select Network, select Servers, select TCP/IP, examine NetServer to see if it's running. If not, start it.
You can also do a restart if you want to bounce it.
