My basic understanding: Encryption has long been subject to export
restrictions normally associated with weapon technology.

The rules have been changed recently:

I thought that the restriction had been relaxed based on the
preponderance of encryption available on the net...but IANAL.

A quick Google search turns up a few places selling them...so not
everybody must agree with the reseller you were talking to.
