In the end, I have

with t as (
select clientId, min(case
when n2 > 0 then n2
when n2 > n1 then n2
else n1 end) as refVal from Table
group by clientID

)

then another case to join to this cte.

select M.* from table M join t on M.clientID = t.clientID

where refval = (case when n2 >0 then coridt else n1 end)
