You could use a prestart if what you wanted was for that job to stay active. A prestart job is really for a server job. However if what you want to call is a program that starts a server, and then the job ends, what you are looking for is an autostart job. Still part of the subsystem description. The distinction is small but important.
I realize that Tomcat is a server, but the CL that starts it is not a server. That is why I am thinking you are looking for an autostart vs. a prestart.

You can put prestart jobs on a subsystem, I *think*. It's been a long time since I looked at that.
