Normally a TCP server can handle multiple simultaneous connections. So even if you don't disconnect at all, it should not give you an ECONNREFUSED error.

ECONNREFUSED generally means that the server program isn't running at all (or hasn't called listen() for the port you're connecting to.)

Sounds to me like the server-side of the connection was not well-written.
