I cannot speak for page segments. But whenever I create overlays, I have to rotate it 180 degrees in the printer setup prior to uploading to the as/400. Because if I were to rotate the printer file, the boundaries no longer existed and the stuff was printing on the left side of the page without no matter how far I indented the text of the printer file.

Hmmm...this is a wag, but is the page segment larger than you think?
I'm wondering if the page segment is outside the bounds because of its size.

Does the rotation take it out of the printable area? Try changing the
position (row, column) and see if that changes anything. Any messages
in the job log?
