no HMC. Lan Console. No remote console set up & I'm several states away.
It came with it's original preload, and we did a save / restore from a model 515. Neither the from or to machine had or should have any additional partitions.
Odd thing is that the msg appears after ipl, stating usage is 4.00, but when I check license info it say currently usage is 1.00
I'm going to make an IBM Support call, when I've got a few hours (maybe the big snow & ice storm tomorrow).

I ran into this on my blade which was fixed with a firmware update. The
link you supplied has quite a bit of info and other links, but the gist
of it comes down to the way the processors are configured in an uncapped
configuration.

You should ensure server firmware is at EL340_061 or later due to:

o MB03145 - Firmware fix. Problem is exposed in EL340_039 fixed at
EL340_061 and beyond.

For HMC-managed systems running with uncapped processors, create a Named
processor pool with the amount of processor equal to the licensed
amount. Modify the partitions to used the named processor pool versus

Is this 720 HMC managed? Perhaps it has an incorrect configuration.
