Actually, Java SE 6 is available in both the classic (option 10) and
32-bit (option 11) version for V5R4.  You can install JDK 6 on V5R4M0
via PTF:

Also, as a minor point, after JDK 1.4, the numbering for Java changed. 
The versions went from 1.4 to 5.0 (with subsequent releases being 6 -
the .0 was dropped - and the soon to be released 7).  Internally, the
JVM still reports as 1.5 or 1.6, but you order Java version 5.0 or 6
(for example, 5722JV1 option 7 is Java Developer Kit 5.0, not 1.5).

I believe that you need to be at minimum O/S level of IBM i 6.1 to load
JRE 1.6.

When you install the O/S upgrade the JRE 1.6 will be available for you
to select in GO LICPGM option 11 (Installed licensed programs)

i5/OS V5R3 max Java level is 1.4.x
i5/OS V5R4 max Java level is 1.5.x
