Looking at CHGSMTPA attributes it shows MAILROUTER= *NONE, given this, how
does it resolve to the email server to use?

I guess you know what SMTP Server you are specifying in the call to
QTMMSENDMAIL so you might want to compare it to the SNDDST SMTP Server by
checking the MAILROUTER parameter displayed by the CHGSMTPA command.
