I have found a solution.

An open-source Java solution at sourceforge.
http://sourceforge.net/projects/openpcl/

It's written in Java and the conversion classes are in a separate jar file that I can include in my own project. So, best of all, it can run native on the iSeries.

If you're open to commercial options we have a PCL to PDF converter that runs natively. There's a CL command to extract the *USERASCII directly from the output queue.

Feel free to contact me directly or check out our web site for more info.

subject: Copy PCL to PDF

I have a process that merges a spooled file with a form (ACOM) and outputs another spooled file in PCL format (Printer Device Type *USERASCII).
I need to convert this formatted output into a PDF document. Has anybody had any experience doing this?
