CCSID support first appeared in OS/400 V2R1, so I do not think you will find the "Memo to Users" for that release on the web.

Note that changing the system value QCCSID does not change existing files that were already created. You may need to carefully look at each file to determine whether it would be in your (client's) best interest to also change the CCSID for those files to CCSID(37) (e.g. using the CHGPF or CHGLF commands).

The *USRPRF defaults to *SYSVAL so the system value is generally what you find being used in most shops.
