If these are letters and documents, I would suggest creating them as
HTML with any font/layout you want.  Store them in the IFS, then
attach them to the emails using MAILTOOL or SPLTOOL (using the Extra
Attachment parameter).

If you want these documents to be the body of the email, that is possible too.

I think before the issue was that you wanted to create these documents
from spooled files.  Instead, why not create them as HTML files in the
IFS to begin with?
