QShell can run programs in _any_ library. The IBM-supplied stuff is in the QSHELL library, but I have lots of my own home-written QShell utilities that I wrote in RPG and are running from various libraries.

But yes, you have the gist of it right. QShell is implemented as native IBM i (OS/400) *PGM objects, whereas PASE contains programs compiled for AIX, and stored in *STMF objects.

I wouldn't call PASE a "real Unix" but rather a virtual machine for running AIX programs on IBM i.
