Need an iSeries or other RDBMS platform to do Android development

Is there anyone out there that would allow me to development and test
Android business applications on their iSeries or other RDBMS engines?
I know it's kind of a strange request.

I'd like to build some Android apps that cater to the CxOs and/or strategic
business areas. I don't want to develop and test against anyone's Production database. If development is successful and you like my apps I'd be willing to make an arrangement for copies of my Android applications.
