What happens when you specify the member on the append or put?

I'm getting this "Members for file BLPMEL more than maximum allowed." error
when I try to use FTP Append command to FTP a file to an existing file on
the remote server.

The FTP command I'm using is:
append PALHC/BLPMEL FTPLIB/BLPMEL

It is true that the FTPLIB/BLPMEL file only allow the max of 1 member. But
I'm performing the append command, why would the server try to add a
member?
Note: I'm getting the same error when I try to use put command.
