What are your settings of the Properties dialog within the Properties panel? My guess (and only that) is you may need to put a check mark next to the "Convert CCSID 65535" box. Before I changed our system to use CCSID 37 several years ago, we had to check this box (even in 2003) or we got garbage (EBCDIC?).
