Zend is definitely Free. The new Zend Server Community Edition is the free
one, replacing Zend Core. I recently installed it at a customer. If the
customer wants to do some debugging, and have some caching for performance,
then you have to get the support package which has a key that allows these
other "good" functions to be enabled. It is about $5,000 a year. When you
apply the key, Zend Server community edition, becomes Zend Server.

If this blog is correct, it still appears that there is a free version.

Or has something changed within the last few weeks?
