Check the QCCSID system value on each system - I suspect it is 27 on one and 66535 on the other.

What setting does he need to change in Navigator to see the alpha data in
character format instead of hex?

BTW, he already has the 'translate CCSID 65535' checkbox checked in the 'Run
SQL Scripts' JDBC connection settings.
