One possibility (not very satisfying, I admit) is to have a "hidden"
parm coded as:

PARM (HIDPARM) TYPE(*CHAR) LEN(13) DSPINPUT(*NO)

With DSPINPUT(*NO) and no PROMPT, it would appear as a blank line, but
if the user hits TAB from the prior parm, the cursor would stop on the
non-display input field, and they would have to hit TAB again to get to
the next parm.

The CPP would define the hidden parm but just ignore it.

I know -- it would be a pain to have to explain that to your users.

Would it be okay to you/your users if you program the parameters as
'Additional Parameters'.
You would have a blank line, the sentence Additional Parameters, and then
another blank line, followed by the rest of the parameters.
Take a look at WRKACTJOB and press F10.
