Just a little reiteration...
Let's say you compile and promote a program from development to
production.
Then later on someone runs a CHGPGM or something on the production
machine.
Then later on you try to compile and promote it from development again.
With a good Change Management package you will get a message like "Program
has been changed outside of the change management system" and it should
halt and make you decide to promote anyway or cancel the promotion.
