Would it be okay if they cleared the outq 2 seconds after the job ends? If
not, consider authority on the output queue.

ALCOBJ is not valid for an output queue, so what's next?

How's about this? Use a command exit point (like WRKREGINF
FORMAT(CHGC0100)). If they try to run CLROUTQ and specify the output
queue in question and the program is running, then tell them no.
