Just grab the i 6.1 install DVDs, and install the QSYSINC option from there. This is included with the OS and there is "no charge" for using it. And, no IPL is needed to install this option.

Otherwise, as you start working with "open source" projects for i5/OS, you will be forever chasing down "yet another" include member ...
