Possibly but you get the benefit of the credit limit test being performed in one place rather than in every program that needs to check the limit.

It's possible that some level of record caching can mitigate additional file I/O.

What if I other customer information must be used in the message?

Then you call procedures to get that information too. A getter doesn't just have to give back a single field--it could operate on a group of related fields.
